regex QA checker > 0,1 or 2 words between »phrase x« and »phrase y«

The initial phrase is „vprašanje nacionalnega prava, za katerega“.

I would like to target all the examples where between „vprašanje“ and „za katerega“ there is 0, 1 or 2 words.

So I am searching for something in the spirit of „vprašanje .* za katerega“ but more complicated because I would like to limit „.*“ on 0,1 or 2 words.

Does anybody know how to do this?
