At the beginning of tagged text you´ll find the information, from which format it was converted. So you can then consult the help file of the converter tools. You also should read the File Formats Reference Guide, which is available in the download section on www.translationzone.com

You'll find that is an index marker, is a crossreference-marker and is a hypertextmarker.
I usually decide where to place them by simply choosing (in my translated text) the word or phrase that renders hte meaning of the tagged parts and copy them.
