ctrl+7 trados keyboard shortcut stopped working

I have always used ctrl+8 to wrap text in double quotes when using the tag editor. The same command is accessible using the mouse and the red 8 button at the top of the screen. I few weeks ago, this stopped working. Now when I hit ctrl+8, I just get the single xp warning boing coming out of the speakers. I notice ctrl+7 and ctrl+9 have stopped working too. Has anyone else run into this? I'm wondering if it has to do with the sp1 bug fixes.
