I guess you mean a table of the strings that appear on-screen, not actual screen captures (images). As Android is open source, everything should be freely available. In principle, you should be able to create a TM with all the text strings in the OS, supposing you can find the same exact android version translated into your two languages. I'm not sure if a ready-made bilingual string table or TM is available... You could try and dig around here for En and Fr translations of the same Android version and create one yourself: http://source.android.com/ Of course, extracting the text from the source code is not trivial by any means and may not be feasible for a lowly translator.
