Anybody knows how to open subrip, vobsub, set files for subtitles?

I downloaded some on-line subtitles for one of my translation projects and was trying to edit it. But I couldn't open it. Anyone has experience doing it?
P.S. the subtitle is in Mandarin Chinese.

Thank you!
