They'd have to invent it, and this is what is going on with what passes for "Scots" nowadays - a sort of wilful reverse Balkanisation (i.e. what happened to Serbo-Croat in the component countries' struggle for independence when Yugoslavia broke up). There is really nothing new here - dingie and numptie have been around for at least 50 years. "Cooncil curtains" is simply a phonetic expression of the standard "council curtains" and is no more "Scots" than any other expression - the "cooncil" pronunciation is also common in Newcastle and other areas.
