Hi, this report is a misrepresentation of what actually happened. Prompted by members of the CDU (political party), who criticized that they couldn't understand many EU papers because of missing or incomplete translations, the Bundestag has demanded that more documents get translated from English into German. The quality of the translations provided was not mentioned at all!

Excerpts from the motion fowarded by the CDU:
In der 17. Wahlperiode sind bereits über 50 EU-Vorlagen wegen fehlender bzw. nicht vollständiger deutscher Sprachfassung von den Ausschüssen des Deutschen Bundestages zurückgewiesen bzw. nicht abschließend beraten worden. […]
[Vertragliche und gesetzliche Vorgaben] ziehen einen erhöhten Beratungsbedarf und einen Mehrbedarf an Übersetzungen von EU-Vorlagen nach sich. […]
Dokumente […], die großenteils lediglich in englischer Sprache vorliegen.
Die Europäische Kommission verweist […] auf das Fehlen ausreichender finanzieller Ressourcen für eine Ausweitung ihrer Übersetzungskapazitäten […].

Great example of deteriorating the life due to the EU rules Jun 15, 2012

Thank you for this example. IMHO this is the direct result of many senseless and needless parts of the EU regulation. If you take part in a public tender the cheapest bidder will win.


Some examples of overregulation in the EU
- EU rules require to send the CVs of at least one participating member of staff to the EU administration. A fact unknown in national tendering e.g. of Germany. Sometimes he has to guarantee that the involved personnel is working at his company for the next 2 years. On the other hand EU requires the fexibilization of work contracts and abolishing the dismissal protection.

Therefore this public tender is mixing the requirements for an employment with the rules for a contracting partner.
- Depending on your qualification you have to send in old invoices for the equivalent of already translated pages (1,500 or 3,000 pages translated).
- Some tenders require a very costly and for the purpose of quality assurance senseless certification of DIN or TÜV that your business workflow is correct. Naturally all this seals have an expiry date.

And finally the cheapest bidder will win

Therefore I am sure that many companies win projects with showing some qualifications and formally complying with the rules and afterwards outsourcing to the cheapest (or off-shore) translators. So they will send back a mix of own work, outsourced work or automated translations.

And the public and politicians have to live with that.

Participating in such tenders is much of work for the translators! At one bid I have accomplished to reach the last step of the selection process.
