The word "local" in this report means very local. This will be the fifth Confucius Institute at a university in South Africa (the others being in Grahamstown, Cape Town, Stellenbosch and Pretoria). Perhaps some enterprising student can do a study on how (or if) the CI had influenced opinions on Taiwan and Tibet at those universities.

You can also study Mandarin Chinese at university level in South Africa if you don't want to use the CI's services, e.g. at Unisa.
