I have no idea whether the source text for this translation was a PDF or in a format that can be fed into a CAT tool. Regardless, numbers need to be checked and rechecked-and after that checked some more. Whenever possible, numbers should not be keyed in manually for risk of possible errors. The great thing about CAT tools is that some of them have QA function, which greatly reduces the chance of keying in the wrong number.

In any event, if there was a proofreader assigned to this project, the seemingly insignificant but in reality huge error should've been spotted.
