Creating a translation memory with SDL Studio Starter Edition

SDL claims that using the Starter Edition of the Studio program one can create a translation memory of up to 50.000 words from a single file. However the menu options for Translation memory and Open translation memory are inhibited (message "Upgrade required").
Manual instruction only explain use for full freelance version.
HOW TO PROCEED TO CREATE A NEW TRANSLATION MEMORY (without existing vocabulary base) IN THE STUDIO STARTER EDITION?? I need help urgently to accomplish a project.
