I'm afraid your request is a bit too general. "Technical" can be a lot of things: computer software, computer hardware, electrical engineering, physics, mechanics, construction, among many other fields. What exactly do you need? Have you tried GlossPost? http://www.proz.com/glosspost

You can find useful information and dictionaries here: http://www.sign.ro/
Proz. glossaries are also resourceful, and there are plenty of other translation -related websites which have glossaries too.
There is also the Everest dictionary and you can just download it from the internet for free.
I hope it helps.
