English to Russian: Report of the Meeting of the OIE Scientific Commission for Animal Diseases (part)
Source text - English 3.1. Ad hoc Group on Peste des petits ruminants (PPR): 27-29 November 2012
The Commission noted the need of Member Countries in having the Terrestrial Code chapter on PPR revised to provide for official disease status recognition as well as for a Global Control Strategy for PPR. The development of the Global Control Strategy would be coordinated by the Working Group set up under GF-TADs for FMD. In addition, the Commission was informed of the Bill & Melinda Gates’ Foundation project to establish a pilot protocol for different vaccination strategies, establishing a PPR vaccine bank and strengthening the vaccine quality control system in West Africa.
The main isues discussed in amending the Terrestrial Code chapter included the questionnaire for official disease status recognition and the relevance of free status recognition with the involvement of wildlife for PPR. The Commission noted that there was published scientific evidence that suggested that wildlife did not play a significant role in maintaining PPR infection. However, the ad hoc Group had indicated that sampling animals other than the target population (domestic and captive wild sheep and goats) could be useful for sentinel surveillance purposes. The Commission requested the ad hoc Group by electronic consultation to clarify what actions should be taken when positives were found in wildlife in a free country or zone.
The Commission harmonised the amended chapter with other disease specific chapters in the Terrestrial Code and proposed several amendments. The main additions were in relation to Article 14.8.3 (PPR free country or zone), where the Commission included a provision for applicant countries to submit evidence of the system that would prevent the entry of the virus into the proposed free country or zone; and the specification that a containment zone does not follow the recovery pathway, since once the outbreaks had been resolved the restrictions on the containment zone would be lifted.
Two members of the ad hoc Group had also been responsible for the revision of the Terrestrial Manual chapter on PPR. The ad hoc Group provided comments on the revision of the requirements for vaccines and vaccination. The Commission recommended that this information was shared with the Biological Standards Commission.
The Scientific Commission endorsed the report of the ad hoc Group and discussed the revised version of Chapter 14.8 on PPR and accompanying questionnaires for official disease status. These documents were forwarded to the Code Commission for further processing of the draft revised chapters.

3.2. Working Group on Wildlife Diseases: 12-15 November 2012
The Chairperson of the Working Group on Wildlife Diseases (hereafter the Working Group), provided an overview to the Commission on the recent activities of the Working Group as reflected in the report of the meeting held in November 2012 and to discuss future work of the Working Group. The Working Group recognised and appreciated the value of having a member of the Commission in the Working Group and pointed out the importance of maintaining this presence in future meetings. The Commission was also informed of the actions planned by some members of the Working Group for World Rabies Day 2013, in view of the implications of rabies on wildlife.
The Commission discussed the report of the Working Group and noted with appreciation the excellent work it had done in support of the objectives of the Commission and the OIE. The Commission supported the involvement of members of the Working Group in the establishment of a group focused on influenzas in wildlife. The Commission also supported the proposal to dedicate a day, at the next meetings of the Working Group, to a brainstorming session with representatives from a range of relevant international organisations engaged in wildlife, biodiversity management and health.

Комиссия отметила потребность Стран-Участниц в том, чтобы внести изменения в главу Наземного Кодекса по ЧМЖ, с тем, чтобы предусмотреть официальный статус для заболевания, а также Всемирную Стратегию Контроля Чумы Мелких Жвачных. Разработку Всемирной Стратегии Контроля будет координировать Рабочая Группа, созданная при ГР-ТБЖ, по ящуру. Кроме того, Комиссию проинформировали, что Фонд Билла и Мелинды Гейтс планирует создать пилотный протокол по различным стратегиям вакцинации и создать банк вакцин ЧМЖ, а также усилить систему контроля качества вакцин в Западной Африке.
Основные вопросы, которые обсуждались касательно изменения главы Наземного Кодекса, затрагивали анкету касательно признания официального статуса заболевания и значимости присутствия ЧМЖ в дикой природе для признания статуса благополучия по данному заболеванию. Комиссия отметила наличие опубликованных научных свидетельств, предполагающих, что дикая природа не играет значительной роли в поддержании инфекции Чумы Мелких Жвачных. Однако Специальная Группа отметила, что отбор образцов у животных из нецелевой популяции (домашних и отловленных диких овец и коз) может быть полезным индикатором в процессе надзора. Комиссия, путем электронных консультаций, обратилась к Специальной Группе с просьбой конкретизировать, какие именно действия необходимо предпринять, если в дикой природе благополучной страны или зоны обнаружены позитивные результаты.
Комиссия гармонизировала измененную главу с другими главами Наземного Кодекса о заболеваниях и предложила несколько поправок. Основные поправки касались Главы 14.8.3 (страна или зона благополучная по Чуме Мелких Жвачных), куда Комиссия включила условие для стран-заявителей – предоставить доказательства того, что существует система, которая предотвратит попадание вируса в предлагаемую благополучную страну или зону; а также подробную спецификацию того, что в зоне сдерживания нет восстановления вируса, и, если вспышки заболевания подавлены – ограничения с зоны сдерживания могут быть сняты.
Два представителя Специальной Группы также отвечали за изменение главы ЧМЖ Наземного Кодекса. Специальная Группа предоставила комментарии по изменению требований к вакцинам и вакцинации. Комиссия рекомендовала, чтобы эту информацию направили в Комиссию по Биологическим Стандартам.
Научная Комиссия одобрила отчет Специальной Группы и обсудила измененную версию Главы 14.8 о ЧМЖ, а также сопроводительные анкеты для признания официального статуса заболевания. Эти документы были направлены в Комиссию Кодекса для дальнейшей работы по проекту изменения глав.

3.13 Рабочая Группа по Заболеваниям в Дикой Природе: 12-15 ноября 2015
Председатель Рабочей Группы по Заболеваниям в Дикой Природе (здесь и далее именуемой Рабочая Группа), предоставил Комиссии обзор недавних действий Рабочей Группы, отраженый в отчете собрания, проведенного в ноябре 2012, с целью обсуждения дальнейшей работы Рабочей Группы. Рабочая Группа оценила и признала важность присутствия члена Комиссии в Рабочей Группе и отметила важность его дальнейшего присутствия на последующих собраниях. Комиссию также проинформировали о действиях, которые запланировали отдельные члены Рабочей Группы в связи с Всемирным Днем Борьбы с Бешенством, 2013, касательно влияния бешенства на дикую природу.
Комиссия обсудила отчет Рабочей Группы, оценила и отметила превосходную работу, которую проделала Группа, помогая Комиссии и МЭБ в выполнении рабочих задач. Комиссия поддержала участие членов Рабочей Группы в создании группы, которая бы занималась вопросом инфлюэнцы в дикой природе. Комиссия также поддержала предложение выделить день на следующем собрании Рабочей Группы, для проведения сессии-мозгового штурма с представителями ряда международных организаций, занимающихся дикой природой, биоразнообразием и охраной здоровья.
