neutral  Nick Lingris: Sorry, "renforcer" has nothing to do with "to enforce". It means strengthen, reinforce, and in this sense (see Robert): [+ pression, effort, surveillance, contrôle] to intensify, to step up.

EN administrative/legal language simply does not use terms like "battle", "fight", "struggle" etc.

"renforcement" naturally then translates to "improvement"/"improved" ...
