I am currently translating a research project (relating to organisational change to home care organisations in the Netherlands) and am struggling with the above term.

The context is as follows:

Nagegaan dient te worden of het invoeren van de geschetste grof- en fijnstructuur en de implementatie van een teambased organisatieconcept volgens de sociotechniek binnen [care organisation] tot de gewenste verbeteringen leiden. Dit dient zichtbaar te worden op de parameters klantenwaardering, medewerkersoordeel en doelmatigheid. Hiertoe is een longitudinaal evaluatieonderzoek uitgevoerd met controlemetingen. Dit betekent dat een aantal metingen is verricht zowel binnen de organisatieonderdelen waar het teambased concept werd ingevoerd als in andere regio’s van [care organisation] waar het concept nog niet is geïntroduceerd. Het gehanteerde meetdesign is bekend als het ‘pre-test posttest control group design’.

I have tried Google and several reference texts, to no avail.

Would "rough / fine structure" be an appropriate translation?

neutral  Harry Borsje: de vertaling van Frits sluit aan bij de uitleg in de tekst; als alternatief zou ik eerder reference measurements gebruiken (ze worden nl. gebruikt om de bedoelde gevolgen los te kunnen zien van andere veranderingen in de tijd)
