This is too wordy, I know. It could simply be "seeking a consensus". Or, as Terry Ogawa says, "coordination" might do, also. The second link contains a discussion about "すり合わせ" vs. "組み合わせ", which might shed more light on the meaning of "すり合わせ"

Running in, is the actual term used in case of new engine testing etc.

i.e. when two moving parts are to function mutually, some time has to be allowed to lapse till both of them adjust with each other, like piston in cyl of the new engine etc.

I have used this in both the context in Suzuki & Maruti.
