This rather puzzling line is one of several conditions for the operation of a bank account. The account is to be opened in the name of a property management company, who will have authority, in certain cases, to make payments to suppliers and contractors, without the consent of the co-owners of the apartments.

Explanation:
I'm only guessing here, but could it be that it's a 'deposit' type account where most of the time the funds attract interest but that these funds can become available 'momentarily' (to pay suppliers etc) and at these times the account attracts no interest?
