Explanation:
I know we're talking about race here, but this would cover a lot of eventualities, wouldn't it?

This could include Asians, Africans, Europeans, Chinese, you name it!

At least then nobody could call anybody of being a "racist" or whatever...

Perhaps the writer didn't know what to put under "race" so just put "brown"...

This could even include anybody from anywhere with a very good suntan!

Explanation:
"Color terminology for race
Western classifications

The first major scientific model was created in 18th century when Carolus Linnaeus recognized four main races: Europeanus which he labeled the white race, Asiatic, which he labeled the yellow race, Americanus, which he labeled the red race, and Africanus, which he labeled the black race. **Linnaeus' protégé, anthropology founder Johann Blumenbach completed the model by adding the brown race, which he called "Malay" for Polynesians and Melanesians of Pacific Islands, and for aborigines of Australia.**"

http://en.wikipedia.org/wiki/"Color"_terminology_for_race

"Brown race.
The Malay or Polynesian race; -- loosely so called."

http://upload.wikimedia.org/wikipedia/en/8/88/Weird.gif

Explanation:
III. The Brown Race
The Chicano movement challenged the notion of a white Mexican
identity. Exasperated by a community politics that stressed assimilation
on the basis of white identity and yet failed to produce meaningful equality
with Anglos, and inspired by the racial pride of the Black Power movement,
many Mexicans came to embrace a politics of cultural distinctiveness
and to view themselves as members of a brown race.6 To be sure, the
leaders of the Chicano movement did not initially emerge from the same
community segments that most forcefully asserted a white identity. Instead,
members of the working class predominated among Chicano activists,
who also included vatos locos and pintos—persons formed, respectively,
by their participation in street culture or by their status as
former prisoners. Nevertheless, during the Chicano movement, broad sectors
of the Mexican community came to accept and assert the idea that they
were proud members of a brown race.

hispano-américain/latino ou hispanique (non-Blanc)
*****************************
I was so busy trying to translate it into English that I forgot to translate it into French! :-)

http://www.ben-vautier.com/ethnisme/analyses/etat/etatsunis....

http://fr.wikipedia.org/wiki/Race_(recensement_des_États-Uni...

[white hispanic compared to non-white hispanics]
For the purposes of this study, we classify Hispanics into the following categories:
• Hispanic Hispanics. Persons who identified as “other race” (most often writing in “Hispanic” or a similar term) alone or in combination with another specific race. The census refers to these people as “some other race” Hispanics.
• Black Hispanics. Persons who identified as “black” alone or in combination with another race. There is some overlap in the summary file data between this category and the Hispanic Hispanic category. About 120,000 Hispanic Hispanics also identified themselves as black.
• White Hispanics. Persons who identified neither as “other race” nor as “black.” A more complete label for this group would be “white, Asian, or Native American.” However analysis of microdata shows that 96% in this category identified only as white.

I hesitated putting "brun/e" in because it was hard to find any references in French that didn't refer to a breed of brown cattle. Nevertheless, it does appear to be used, however rarely.
