「6ヶ月間は委託事業として・・・」にある「事業」は、このNPO法人が千葉県から委託金を受けて運営した事業です。
全くの余談ですが・・・、日本には現在数多くのNPO法人がありますが、自治体からの委託金による事業運営が可能なのは、選ばれたごく一部のNPOという現状のようです。

結論です。

千葉県のこの「NPO活動提案募集事業」というのは、
他府県でも行われていて
一般的に、「NPO活動支援事業」の範疇に入ると考えていいと思います。

ですから、NPO activity planning recruitment program　のような意味合いにするか
NPO activity support program　くらいに訳してしまった方が
