Spanish term or phrase: una vez que

ok, ok, I know this means "once", "after" or "when" :-)
But can it also means "since" - because in the context of the following sentence - taken from the minutes of a construction project - "once" doesn't seem to be correct:
"El Project Manager deja de recomendar a la Propiedad que efectúe un acta notarial del estado de las obras, una vez que se han retomado los trabajos por parte de un nuevo constructor".

The way I see it, it should be "El Project Manager DEJARÁ de [...]" and "una vez que se HAYAN retomado". Look at the example from the DPD.

Cynthia's answer works, but she didn't finish it. I would put whatever action the "Project Manager" would take starting with "will" ===> "Once the work has been taken over by a new contractor, the Project Manager will blah blah blah"

Asker: Thanks everyone for your answers. I think what has confused me here is that the present tense is used in "deja de" and present perfect is used in "se han retomado" - I would have thought it should be "dejará de" y/or "haya tomado"... have I just got it wrong? Am I being too strict in my interpretation? I guess so! Further comments appreciated because this has arisen several times in this set of regular translations... :P
