It seems that some translators tend to use purely American English which differs a little bit from the known traditional English. The American term for this legal title is restricted to the domestic divisions inside U.S. as there are districts, counties, states, etc. It is highly recommended that translators use the British English in the legal field, unless the document is meant for the U.S. Thanks
