developing/cultivating Explanation: I think you could translate the whole phrase as "Securing and developing local human resources (in overseas operations)" -------------------------------------------------- Note added at 26 mins (2008-08-05 08:10:46 GMT) -------------------------------------------------- 戦力 is just a military analogy which is simply talking about the person's ability to do the job, right? Improving the workers' skills is the same thing as human resource development. |
