Here is all I could find in a dictionary. Doubt it applies, but it might be worth a look. Complete shot in the dark here, but could the implication be that the section chief is dead wood and can be "pruned"? Yeah, I doubt it too... Good luck.

I think Casey may be on the right track, although that wouldn't seem (emphasis on the "seem") to explain the check box.

Okay, Casey is right. A copy of the document in question was distributed to the guy. Case closed. That also explains why the hiragana was dropped between the kanji-b/c it is not a verb at all. All props to Casey.
