As far as I can tell from the pictures in the Greek links, the bags have drawstrings. They look like drawstrings to me!
The drawstring can be pulled to tighten or close the bag.

: the "tie-wraps" expression is used in engineering when you tie wires together or pipes (plastic) without that meaning that you can't use it in other expressions.

: Are you sure? Twist ties have wire in them. They are made of wire covered with plastic./If I've understood correctly, the 'clip' you mention is a plastic bag closure with a slit in it (not something you can tie).

They are still called twist ties even with wire in them, but for garbage bags could they mean the disc clips that have a hole that is split that you push the plastic bag into?
