This is from a work reference for somebody working in the field of tree preservation.
I am using 'tree population' for 'Baumbestand' but I was wondering if there was a more suitable term.
'applications for measures on the tree population' just sounds a bit too literal to me. 'Baumbestand' is used again later in the document: Frau Schmidt übernahm verstärkt die Prüfung von Planungs- und Bauvorhaben im Zusammenhang mit Baumbestand.

Explanation:
As part of TEP's Term Landscape Consultancy with Halton Borough Council, the Stewardship Team is undertaking a study of the tree stock in 110 hectares of the Castlefields Region. Areas of Castlefields are undergoing regeneration and renovation to improve the area and a Sustainability Appraisal completed by TEP in Oct 2005 identified an impact on the existing tree stock.

The study is informing a Tree Strategy Document to secure and guide the sustainable management of trees on Council and Housing Association property. The strategy is a working document that identifies a pallet of suitable species for planting in different landscape types, and operational guidelines for future management of the tree stock.

Proposal
Based on an initial assessment of the existing vegetation, the proposals would improve quality, age range, species diversity and amenity value of existing tree stock. The work would comprise selective tree removal, thinning, damage repair and replanting as prescribed in the tree works schedule (some rhododendron clearance is being carried out as part of the current maintenance programme). The height and extent of the existing shrubberies (notably rhododendrons) would be thinned to recreate the original layout, distribution and design intentions.

I found this little gem of a definition for "stand" which made me chuckle, because this is the kind of "stock" I immediately thought of when I read Helen's suggestion, but not the kind of "stand" Kim means (though this definition may be related to the definition I gave in my comments on "stock"):

"Stand. n. [...]
11. A young tree, usually reserved when other trees are cut; also, a tree growing or standing upon its own root, in distinction from one produced from a scion set in a stock, either of the same or another kind of tree."
