I'm getting myself in a bit of a pickle here.

First of all I need to check that the business is indeed Joint Venture, because there's nothing in the rest of the document to indicate that there are state funds involved... Or can "empresa mixta" mean something else?

The next thing is the word order - just can't seem to come up with anything that doesn't sound awkward.

Very grateful for any help. It's a Spanish document for a European context (ie British or EU English!).

Proposed Agreement for the Formation of a Joint Venture (Company)
Explanation:
I do not believe that a joint venture implies state participation. It is simply an alliance between companies.

Thank you very much John. As you see, I've had to go for Mixed Company, given the info from the client. My ancient Alcaraz & Hughes (2ª Ed revisada 1994) gives this.

neutral  Andy Watkinson: A "Joint Venture" in Spanish is a UTE (Unión Temporal de Empresas) - an "empresa mixta" is Public-Private.//My Alcaraz gives "mixed company" for "Empresa mixta" - not much help is it? though I am sure about the UTE.

-> Hi Andy. My copies of the Diccionario de Términos Económicos (Alcaraz Varó) and Diccionario jurídico-empresarial (Bodoutchian) translate 'empresa mixta' as 'joint venture'. So perhaps both terms are valid.

RESOLUTION FOR FORMATION OF PUBLIC-PRIVATE ENTITY

Explanation:
propuesta de acuerdo is a resolution, that is, an organizational resolution regarding the taking of an action by the organization

constitucion is incorporation/formation/organization - depending on the type of entity. I think formation is safest to use without more context

empresa mixta refers to a company that is partially owned by the government and partially by a private entity. Therefore, "public-private partnership/entity" is most fitting

lI've always seen "joint venture" translated as "empresa conjunta", but see "empresa mixta" is some online dictionaries. And, especially as the questioner says there is no mention of 'state funds', I'll accept "joint venture" as an alternative.

I think we may need more context.
