In verband met de regering spreekt men waarschijnlijk over een belasting of boete (als ik dit begrijp...je hebt de zin waarin dit voorkomt niet bijgesloten). Waaraan iemand een boete schuldig is?

Sorry, heb de vraag niet goed gelezen (je schreef "heft", hetgeen in dit geval niet opgaat.) Waarschijnlijk bedoelen zij: "verbindt" (zich tot iets verbinden) of "in samenhang brengen"
