The context suggests that this must be the right answer here (I am surprised at the number of answers who, as Viktor pointed out, did not spot that казахов and chast' русских are the object, not subject of the verb!) The following paragraph makes it explicit that the police were nearby, but did nothing. Therefore Viktor's suggestion, which I expect is a more normal idiomatic sense of this verb, doesn't seem to work here. My thanks to both of you gentlemen in any case.
