Hi, yes I think it might be the second meaning.

The whole question is:
Chi sono le altre persone che poi nel corso dell’operazione...
Lei poi non si limita solo a fare il passaggio di carte, in realtà compare più avanti.
Chi sono le altre persone con cui viene in contatto per parte XXXX?

It seems to me that they are saying that his job cannot only have been to hand over the paper but he was infact involved with other people.

This may have two meanings..need to have more text to be sure so I'd thought to just put this out there and give you the option
one meaning is indeed "later on", but the other may have to do with being a small fish vs. a big fish in the game, like "you didn't limit yourself to pushing paper around, later you were actually in the forefront..." or "your true role came later on " something of the sort
