I think in context this phrase is trying to say that in order to infiltrate Europe and do well in Europe the GDP is really important.

im struggling with how to phrase this sentence

D'ici 2018, la BMR se fixe pour objectif de devenir un point de passage incontournable pour l'Europe, tant au niveau culturel qu'au niveau economique.

agree  writeaway: there is a great deal of info plastered all over the www, in NL and FR.the Belgians tend to have a 'the grass is always greener' approach to translation,so they send 100% Belgian issues/topics to other countries,hoping translators have heard of Belgium ;

Explanation:
"choke point" and "bottleneck" also came to mind but they both have overtones which are inappropriate here. I agree with Sharon's BMR and would suggest something along the lines of: "In the timeframe to 2018, the Brussels Metropolitan Region has set the goal of developing into an essential transit point for Europe, in terms of both culture and economy."

neutral  writeaway: a bit of a joke, since up to now, it's been touted as the heart/centre of Europe. And the area around Brussels is Flanders and not metropolitan at all. Villages in fact. Funny change of name from Bruxelles-Région Capitale

Explanation:
It will of course depend on what BMR we're talking about, but I think that you could go with a must-see location (destination or stop, depending on the tone of the text) - a place you just can't miss.

I'm not sure why you've referred to GDP in your comment, however.

I don't know why, but this question popped back into my head as I was going to sleep last night (!) and "hub" was what came to mind.

OED defines hub as: "2. the centre of an activity or region"

  -> To me, it simply means that BMR wants to put itself on the map as indispensable, a reference in its field, etc. (no matter what field that is).
