English term or phrase: will they be masked without having properly donned
Unlike the original military application, for which the M291 kit was designed, responders will not be unmasked in the Hot Zone, nor will they be masked without having properly donned chemical protective suit and gloves.

Explanation:
Im not sure of the proper Japanese, but when we don a mask (gas mask -- military) we put it on and then cover the exhaust with our hands and exhale so the air (and or any gas in the mask) escapes from around the side of the mask. then we inhale covering the inlet to see if a complete seal is made around the circumference of the mask.
