to fire or to produce fire Explanation: I assume that there should be a comma after "attempt". To effect something is to bring it about. First the evaluation, then the action. I can't find an example of "to effect fire", but did come up with "to effect fire support coordination", which illustrates the use of "to effect" in a military context.
