You'll ave to research yourself to check just how common these terms are; but I feel sure this is referring to the kind of soft plastic (usually PVC) 'bungs' that can be used to blank off unused holes, and which are usually simply pressed into place by hand.

agree  chris collister: Probably incorrectly, I just used to call them grommets, whether they were solid or holy. I have a boxfull of hard plastic ones with a little flexible bit at the side to hold them in

  -> Thanks, Tony! I've now discovered that my dad calls them "blind grommets", but this has unfortunate connotations for fans of modelling clay film stars.
