Es de la canción Famous Blue Raincoat de Leonard Cohen Sometimes only the artist knows what he is referring to and that seems to be the case here. I would guess that maybe this person was on drugs or maybe drank a lot and the singer is asking him if he has stopped using drugs or alcohol. But that is just a guess.
