I think that with horribly written sentences (even "с одной стороны" без "другой"), you have to seize the sentence as a whole and attempt to beat it into shape.

"Within the conceptual chaos of different research approaches, stemming from the general chaos as the country sought a new form, there [sometimes] seemed to predominate a tendency to look at the RF under the light of the old, Sovietological interpretive schemes."

Where [sometimes] is optional, for the orphaned "с одной стороны". And, I suppose, "a new form" should be "new forms," except the singular sounds much better in English.

in general I agree with Susan, except that I have rephrased it slightly, and I have used 'ideological' instead of 'intellectual' because I am using the meaning of the word that appears to more closely match the overall point of the statement.
