Thanks for your help. In the event, I used a number of circumlocutions -- I admire the way Norwegian can make these compounds work, in a way we've partly lost in English following the arrival of Vilhjalmur bastarðr in 1066.

agree  Richard Lawson: Totally agree with Per here. Both are OK, but personally I prefer "subject to quotas", which is at least real English, if slightly circumlocutory.
