In order to provide viewers with the benefit of Canadian program classification and viewer advisories not available on foreign distant signals, broadcasters which have CRTC-permitted substitution rights over programming which is imported into their markets before the late viewing period, may employ substitution, notwithstanding Clause 10(a).

Podle slovníčku CRTC:
When a Canadian television station broadcasts the same program at the same time as a more distant Canadian station or a U.S. station, it may request broadcasting distribution undertakings such as cable systems to "substitute" its signal for that of the other station for that time period. This "simultaneous substitution" helps to protect the program rights purchased by the television station.
