Just thought of something. Is this for UK or US English?
If it's UK English I would say open nursery school.

disagree  lingo_montreal: At least in Canada, "barnehage" = daycare or nursery school (=optional); "kindergarten" is part of obligatory primary schooling, right before 1st grade.
