The sentence is: "Uma das funções principais da Autoridade Aeronáutica no capitulo da segurança de voo, é de exigir a correcção imediata das condições inseguras detectadas nas aeronaves."

This is in an official circular from an aviation authority.

Obviously the translation could be 'chapter', but I am wondering if this is an expression similar to 'a título de', in which case a better translation would be 'in the area of flight safety' and 'chapter' would be very wrong in English.

A Google search has pulled up some examples that seem to be along those lines.

Can someone tell me definitively if I am making things too complicated or not?
