Tienes razón en tu propuesta. Si utilizásemos la traducción literal en este caso (que no se han cuidado debidamente/sobre los que no se haya prestado la debida atención) no funcionaría.

Una sugerencia.
Lo encontré en un reglamento de biblioteca. De esta forma, evitarías mencionar el pago, ya que según entiendo, no todos los artículos que se prestan en una biblioteca son pagos.
