Por lo anterior, podemos considerar a una empresa como un gran sistema compuesto de tres principales subsistemas:
• Subsistema general (Consejo de Administración quien define los resultados estratégicos y tácticos que deben alcanzarse)
• Subsistema estratégico (Alta Dirección, con base en la "Planeación" atiende la estrategia general y departamental de la empresa).
• Subsistema táctico (Empleados, obreros y proveedores, con base en la "Planificación" atiende la táctica general y departamental de la empresa).
Y todo esto funcionando en armonía a través del Feedback con los ambientes internos y externos que le corresponden
I translated "planeación" as planning and "planificación" as programming. My client wants to know if there are different words that can convey his meaning better.

I would appreciate any helop I can get.

Podría ser, pero en el tiempo que llevo acá trabajando en la industria del petróleo (trabajo en una refinería) vinculado al personal de mantenimiento nunca hemos usado "programming" en inglés, sino scheduling. En español sí decimos "programación", pero en inglés no es equivalente en este contexto con programming.
