Avrei bisogno di una mano per tradurre "testo normativo".
Il contesto è il seguente: "E' necessario riformare il testo normativo sul volontariato". Parliamo di un contesto regionale, non nazionale.

The (regional) legislation on voluntary work must be reformed.
To say the "text of the legislation" would sound strange.
If it is not already clear that the subject is limited to regional legislation, then it must be specified.

No. By-law in this sense reminds me of the no-cycling signs in parks in England as a child. This here when they say "normativa" is at too high a level. Remember that under the regions you have the provinces and then the "comuni" under them.
