This is from the transcript of an interview on the topic of compliance in banking.

"De BBA heeft op een gegeven moment de terms of reference aangepast of afgevaardigd in 2009."

BBA = British Banking Association

The meanings I have found for afvaardigen (depute/delegate) don't really fit the context. Is it the idea of "handing over" these terms or putting them in place? If so, it's confusing that it's expressed in contrast with aanpassen.
