Los mineros no lo entendieron, y así comenzaron a crecer desproporcionadamente pasando a ser un problema de mayor cuantía llevando la empresa realizar la denuncia ante la autoridades de que aquí se estaba produciendo un aprovechamiento desmedido de toda esta situación, esto fue en diciembre de 2002 y enero de 2003.

Después de los hechos violentos sucedidos en febrero de 2003, a raíz de los controles impuestos se logra una reunión donde se acordó otorgar un periodo de explotación temporal, y que durante ese periodo las autoridades presentes iban a designar áreas distintas, al área de Las xx, **potencialidad y apoyados con la constitución*** de una posible planta de procesamiento de material.

Yes, although the word constitución is wrongly used - in this context to build as in establecer, erigir... constituir.
And yet it isn't really quite clear.
...together with the construction of... could it be?
