Después de los hechos violentos sucedidos en febrero de 2003, a raíz de los controles impuestos se logra una reunión donde se acordó otorgar un periodo de explotación temporal, y que durante ese periodo las autoridades presentes iban a designar áreas distintas, al área de Las xx, **potencialidad y apoyados con la constitución*** de una posible planta de procesamiento de material.

Yes, although the word constitución is wrongly used - in this context to build as in establecer, erigir... constituir.
And yet it isn't really quite clear.
...together with the construction of... could it be?
