French term or phrase: formation de départition
This is from the ruling of a court of appeal regarding a wrongful dismissal claim.
The ruling states:

Monsieur X a saisi le conseil de prud'hommes de T le 24 septembre, ses demandes portant d'une part sur l'exécution du contrat de travail et d'autre part sur la contestation du licenciement.

Par jugement du 26 mai, dans sa **formation de départition**, le conseil a :
- Dit n'y avoir lieu à rappel de salaire
- Dit que le licenciement est justifié par une cause réelle et sérieuse mais non par une faute grave
- Accordé le paiement au salarié des sommes suivantes :

I have found a definition of "formation de départition":

Le conseil de prud’hommes a une compétence exclusive pour connaître des litiges nés de l’exécution du contrat de travail, dont la contestation des licenciements. Le conseil de prud’hommes est composé à parité de conseillers élus dans les collèges employeurs et salariés : un de chaque collège en bureau de conciliation et deux de chaque collège en bureau de jugement ; un juge professionnel dit « départiteur » préside la **formation de départition** lorsqu’est rendu un jugement de partage (deux voies contre deux).

Suggestion
Explanation:
As Tim says, there is no succinct way to translate this, as the French have managed to invent a single word (not found, incidentally, in Linguee)

Suggestion:

,,,the tribunal having requested a Judge of the tribunal de grande instance (regional High Court) to rule following a split decision of the arbitrators

Explanation:
It's still the Conseil des prud'hommes, but another judge has been brought onboard just to break the stalemate.

Reference information:
There is clearly no direct translation. From the link below, it appears that an extra arbitrator has had to join the tribunal because the original vote ended in stalemate. Maybe it could translate as The Tribunal, after consulting an additional arbitrator, ruled as follows: or words to that effect

agree  AllegroTrans: excellent ref, but the "extra arbitrator" has to be a Judge (of the tribunal de grande instance)
