(The terms (Department of State, etc) do not have to have capital letters; this is just the style of the book): \'In the United Kingdom the Executive consists of the Privy Council, the Cabinet and the Departments of State, and there are also a large number of government agencies controlling certain essential public services, such as the supply of electricity, transport and the use of atomic energy, as well as a number of public trading corporations... In New Zealand, the Executive consists of the Executive Council, Cabinet and State Departments, and a few government agencies with trading activities, such as Air New Zealand, the Bank of New Zealand, and the Housing Corporation ...\'p148 \'Most of the Ministers of the Crown are,as we have seen, the political heads of the more important departments. The Departments themselves form the real executive organs of the central government, for they, with their staffs of permanent officials (public servants), are responsible for carrying the policy of government into effect. \' p151 \'The Ministries and the central Departments of State are by no means the only organs of the Executive. For example, the business of local government has,for a long time, been carried on by local authorities, and regional authorities have been innovated by comparatively recent statutes. Mention must also be made of certain bodies which may be classified as \'Governmental Agencies\'. The state has always run the railways...p163 O\'Keefe and Farrands, \'Introduction to New Zealand Law\' (1975) -------------------------------------------------- Note added at 1 day 1 hr 57 mins (2003-09-30 06:14:23 GMT) Post-grading -------------------------------------------------- Amendment: Should be O\'Keefe and Farrands (1980) Collins Concise English Dictionary, 1978, p734 |
