They mean 'more but no less than 5 years', i.e. let's say I received the most recent document September 25, 2013 but also received other documents at an earlier time, e.g. April 25, 2013. These earlier documents can only be published after the 5 years for the document received September 5, 2013 have passed, that is to say "nach dem dann längeren Zeitraum". Poorly phrased German, I'd say.

I understand your confusion. für den dann längeren Zeitraum would only make sense if the original agreement is extended for an additional period. IMO. Or the agreement is for, let's say, only two years - then the five years they are talking about would make sense.
