Hi all

I am translating an insurance policy for a Belgian construction firm. It refers specifically to an ARB (alle bouwplaatsrisico's) policy. The term above appears in the following paragraph which is from the section regarding damage/injury to third parties:

'Aangezien de aansprakelijkheidsdekking een tweederangsdekking is wordt in eerste instantie verwezen naar de aansprakelijkheidsverzekering(en) van de betrokken partij(en).'

'Second-rate coverage' does not sound right in this context so I would be grateful for any alternative suggestions.

Explanation:
Although I do not object to "secondary insurance" or "second-tier insurance," perhaps "supplemental insurance" might be better. There is a major article on this put out by the Dutch and Belgian universities (see link).

I don't know how it works in Belgium, but in the US, the only national health program for senior citizens is Medicare, which pays only a percentage of medical bills; therefore many seniors opt for what is called "supplementary insurance" to cover the portion of the bill that Medicare does not pay.
