une sortie des eaux communautaires vers Bizerte en Tunisie du 2 au 4 aout 2008
(soit opportunement 16 mois entre ce voyage factice et le jour du controle).

Il pourrait bien s'agir de navires de pêche de pays tiers en dehors des eaux communautaires, sauf si ces navires sont enregistrés comme navires transporteurs auprès d'une organisation régionale de gestion des pêches., qui veulent entrer dans les zones communitaires dont l'acces est interdite afin de débarquer leurs prises ou de pêcher encore

Explanation:
I chose "to leave" as "autorisation de sortie du territoire" in english is "autorisation to leave the contry" not to exit... so I guessed the "legal" term had more to do with "leave" than with exit...

territorial waters/sea is a little bit of an abuse as we are now talking of EEZ (exclusive economic zone)...

I didn't pay enough attention to the fact the Customs used the word "communautaire" so it unambiguously has to be EC not EU.

In another Parliament document (Debates Wednesday, 12 March 2003)I just found " To be precise, the Council endorsed the objective of banning substandard ships from European Union waters."

So talking about Union in 2003....

agree  Daryo: more precise// btw "territorial waters" relates to liberty of movement/control of state territory while "Exclusive Economic Zone" is about exploitation of resources and goes much further from the coast.
