Eccolo qua, il fastidioso referral, parola che non è mai facile da tradurre almeno per me.
In questo caso si parla di misure e sistemi per la protezione dei minori dal punto di vista legale:

Therefore, the theme of the Forum is timely and relevant, in light of the mandate of the EU Strategy for 2012-2016 for the eradication of trafficking in human beings which calls on Member States to gather information for future EU guidelines on child protection systems."
Naturalmente ho già visto le precedenti soluzioni per referral e altrettanto naturalmente nessuna di esse mi convince in questo caso specifico.

Avrei tradotto anche con 'punti di riferimento' seguendo il contesto, però poi ho trovato questa traduzione sul wordreference.
