In a description of the electronics cabinets for a gas-fired power plant, I find the following:

Die Absicherung der Verbraucher soll selektiv erfolgen, so dass Störungen auf die jeweils gestörte Einheit begrenzt bleiben.

What exactly is meant by "Vebraucher" (and I assume its meaning will also determine the proper translation of "Absicherung")?
